You can make a general quote, however, by eliminating the name of the forum member you're referring to:
e.g. instead of
make it

No, its not a problem with html, its a problem with the bbcode processing.

I mean that it's weird that a forum would have trouble with html, html just being the generic term for all the tags. Or maybe it is bbcode, I haven't used HTML for awhile now.

It is a problem with phpbb parsing the quote bbcode. It has nothing to do with the html.
