really? we do, and i'm very thankful for the 20% of people (including my household) who follow them. all dogs have to be on a leash if they're outside. unless they're enclosed by a fence or something of course.

edit: okay, maybe 20% is a little bit of an underestimation. a lot of people still don't obey those laws, though.

I dunno, some people train their dogs to be pretty obedient without leashes. The other day I saw one running freely after its bike-riding owner.

It's more courteous to leash them, I think, but I don't necessarily feel like everyone needs to be bound to do it by law.

Guess it's just that way sometimes. Mostly people keep em on leashes but if their trained they can be easily able to be out with their owners.

move to Pennsylvania, you won't see it that way for long.

just the other day someone's dog started chasing me again. for reasons unknown (i didn't hear its owner) it turned back. these people up the street have three loud, annoying dogs, one of them has gotten out and bitten like 3 people so far. some dog on the other side of town kept getting out there for awhile and chased me like twice and actually attacked a friendly dog we knew (who was okay afterward). the people down the street from us also have a dog that gets out all the time because they don't leash it, they also don't close in their backyard but then let the dog walk there all the time and are always genuinely surprised when he gets out. he's also not very friendly. these people on the street up from us have these dogs that were getting out and going after people for awhile, those dogs are crazy. you so much as walk within eyeshot of them, and they're basically ready to rip the gate apart to get you, i'm not even kidding if you're hundreds of feet from their house and they see you they will still jump up and start barking. that was going on for years, a couple weeks ago they finally got a wooden fence there in addition to the old, bent, wire one. while walking outside of town, there's this house that has a couple dogs that are always getting out and running after me, for obvious reasons i don't go on that road anymore, those people never learn. a few dogs have chased me around the next town over which doesn't have leash laws. someone's dog randomly ran over to our yard the one day, thankfully it's apparently not a mean dog because it ran right over to us, our dog sure didn't like it, though, and that's not a good sign. i just remembered the time someone's dog ran through an open door in their fence and went after our dog, i had to scare it by barking at it, eventually its owner finally came out and noticed their gate was open and their psychopathic dog got out, you'd think if you had a dog that's that nuts, you'd check the gate that leads right to a street where people, you know, walk, before you let your dog out there. also my friend and i were walking on this road and the house's two dogs got out and started going after us. mind you they were small dogs but what if they weren't? they shouldn't have been going after us anyway. my family and i have seen *several* dogs just walking around, we don't know if they're friendly, we don't know who owns them, but we usually don't see them again afterwards. a few times we had to take our dog inside because there was another one running around and we don't have our yard closed in, either - we don't have the money to, the difference is we also own a leash and don't own a psychopathic dog that likes to chase everyone around town and bite them.

it's an extremely common thing for my family and friends to ask, "is that dog on a leash?" if we can't decide, we just turn back. always. no matter where we are.

The solution to dogs chasing you is easy. Pepper spray. If they harass you then spray it in their face.

that's a good point. i shouldn't have to buy pepper spray to walk around my own town during the day with other people though (or stand in my own backyard for that matter), not to mention then the owners will call abuse and i'll probably get in trouble, also i don't want to injure another creature, and this could all be avoided if people just owned leashes.

o.o when I read your post, I'm not surprised its banned in your town. We don't have it there, dogs here are ok. The only issue I had once was that while sitting on a bench a dog started peeing on my leg ._.

A dog peed on my leg once too. It was at Stormy's parents' house, and a dog just ran up to me and was being really nice. I told Stormy "see? not all dogs are so bad, this guy's really friendly!" then when I finished saying that my leg felt wet and warm...
