So in the heroes and villains style of comic books, the villains are the proactive ones. The heroes are reactive forces. Which suggests that the villains are against the regime they reside in, because they wish to inflict change on it, whether that change be "make everyone a single hive-mind rather than seperated persons" or "own that diamond necklace rather than not own that diamond necklace".

But then there is no difference between them excepting two ideas. How satisfied they are with the current regime, and how far they'd go to change/protect it.
