Raito I could almost relate to. He did what he did for the good of those he approved of. For all his talk of being the new leader, he doesn't ever seem to want to step forward to receive perks of the job. He has his ego, but generally he aims for people whose death often benefit humanity. He's not flawless, but his goals are aimed to benefit others, at the cost of a few.
The reason Dexter kills people is not because they are bad. He kills because he has the carnal desire to do so. He only selects other killers because his step-father managed to get him to compromise with morality. His mental illness drives him, whereas Raito's goal of an orderly world is what drives him.
Basically what separates them is that Dexter wouldn't kill without his illness. Or that's the impression I'm getting. I'm only on the first season, so maybe that part of him is cured and he keeps killing for purely moral reasons (don't tell me, thanks)
