If what is said is true, the game companies will be hurt more than anything.  Review videos help to boost sales of good games.
Frankly, I thing the bill may be misunderstood.

The bill is almost certain not to be passed. It's not "misunderstood"; at best, it'll undergo a revision/will be redefined. There's not much to worry about.

I heard something about something that might have been this bill (despite being in England). Basically, the video game producers are the ones who want this bill passed. That way, people have to ask them for permission to use their footage for things like reviews. Boom. Reviewers now need to give a game a minimum score in order to actually do a review.
