It is "newb" if he is new here. "noob" is someone who has been here for ages, yet acts like a new member.
You are both correct and wrong. They are both right, but the official way is n00b, with two zeros. Newb carries a positive connotation, while n00b or noob carries the negative "You suck and we don't like you" connotation.
