As of now, the only game I mainly mod is Battlefield 1942. I can pretty
much modify PC games, and not GameBoy games. To modify a GameBoy
game, you need special external devices to plug in to your PC so that you
are able to get your PC to read the GameBoy game. Then, you need to
buy or download the programs needed to be able to edit the game's
archives, RFA, or whatever the game uses for it's components.
It depends on how deep you want to get when modding a game.
If I learned how to make 3D objects in 3dsMax, I would be making new
guns and vehicles for BF 1942.

Yes. But my point is this: it is very hard to modify a GBA game. But are
you asking for an emulatable game? One that you can use in an emulator?

Possible but hard. That would take a lot of my time, and I would certainly try to do it for the gems, except I'm having trouble with my software lately. Plus theres no guarantee I would be successful.

Actually, a rom isn't that hard to hack. You just need the knowledge on how to hack a particular game using a hex editor...

Anyone got any ideas of what other software I could use to attempt this? All my software is having problems lately... something for hacking a rom, I need something new. Then I will try to give this a shot.

It sounds so difficult that I'd probably jump off the roof of my house in order to avoid doing it, if, for some crazy reason, I had volunteered to do it! Whatever the case, I shall bow down to any living being able to do this. So far, it looks like Spinner the Faun might be my new Mistress...
