Can you return to levels you have already beaten in this game?

yes, you can do it by on the main menu by going into the "chapter" mode. from there you can select which chapter you want to play. Enjoy!

Yup..but it would have been more enjoyable had the worlds been larger and more items were around to collect....but needless to say it's still a usefull feature.
