Can somebody understand this? Please?
Last night, I have been google-scanning for live cameras. I was once watching a camera on a parking lot in Japan, to watching jets takeoff in the German Stuttgart Airport, then I scanned to a Japanese Zoo's camera to see a Zebra in the cam, then I was watching the traffic on Russia, then to the NAIA Airport in Philippines, the security cameras in Chicago University then seeing students work on science experiments on Harvard University. 
What took my interest is this:
I am somewhat curious about that monument or whatever it is, and I want to know what the text at the bottom of the video mean. Can anyone understand it and tell me what it is? Pleeze? 
EDIT: After analysis of the camera's URL, I determined that the camera is sited in FINLAND.

Why does it interest you so much? It's probably just some radio tower or some type of satellite.

Because when we are cleaning our house years ago, I saw a very old picture of my parents (I think they were still unmarried at the time) and that kinda looks like the place where they took the picture.
EDIT: My parents seem not to remember the place... Strange. Anyway, they told me they did go to Europe.

Don't know that place, but I guess it's from Helsinki, our capital city. And that text means that there is too many people using the same camera so they can't show video picture.

And 1 of our morning shows comes from that "lasipalatsi" and they show usually some part of Helsinki with their cams and show the days weather same time.
