Many scientists today only bring in information for money.
The information they give out sometimes isnt even true. As long as they throw something out there the they are paid.

The closest to a dragon that can exist are those thing from Avatar, because they're pretty much pteradons with a velociraptor's head...
And as for mermaid there is actually a genetic mutaton called the Mermaid Syndrom, or sirenomelia, where the limbs of the legs are fused together and looks like a mermaid tail...I dunno if that counts...
Also sailors thought for a long time that sea cows are mermaids.

about cross-breeding creatues.

Correct, we can't cross breed any mammal with any kind of fish, amphibian, reptile, or insect. It's not that the DNA composition is different, but rather the entire structure of the DNA itself is different.
I believe this is how the splicing chain goes:
Mammals can be spliced with mammals and birds.
Birds can be spliced with reptiles and mammals.
Reptiles can be spliced with birds and amphibians.
Amphibians can be spliced with reptiles.
I do not even believe fish can be spliced with other parts of the animal kingdom.

Continuing the chain: It's theoretically possible, but it would require it to be built from the ground up instead of mixing. So it would take a VERY long time (years upon years) to get a stable creature with those characteristics.
Dolphins x Human: Well yes, it is possible to mix a dolphin and human DNA together. But to get a human with a dolphin tail would require it to be built from the ground up like I said before. We would need to crack the genome itself to understand each and every part of the human and dolphin body. And the human genome is the most complicated ever.

I highly doubt it would survive. DNA is delicate, and so is the organism itself.
The possibility of creating, from scratch, a DNA genome that can replicate itself to form a creature with a nervous system stable enough to even survive (let alone think and have a consciousness) would be VERY hard. Above today's technology, and most likely past the 22nd century too.
But now you gave me a game idea :-P

Not necessarily. You can always start out making DNA from scratch without any base DNA at all. Infact, scientists recently just created the first artificial organism. Granted it was a very simple single-celled being, but it's a start!

Scientific discoveries have always been exploding since at least the Rennaisance times. "Explosion" is a relative term that is, in this case, exponential and will be that way in the forseeable future.
