No, he didn't. He meant that it's a smaller country than places like the United States, England, Canada, and Australia, and there are rarely members from anywhere else.

Yugoslavian? Yugoslavia broke in 1991. If you are referring to Federal Republic of Yugoslavia, we "western people" call it "Serbia and Montenegro".

And it broke in 1990 if you are refering to the SFRY but the name Yugoslavia was still used it was later renamed into Serbian and Montenegro......
