Fight off a few grublins, and then roll the wheels.  Go back to the pool, but keep running, you'll get to a gate with buckets behind it, I don't remember what else is there, but the quickest way to put the fire out is to have BOTH Spyro and Cynder carrying a bucket, just ignore the grublins till you put it out.  I can't remember much after that.
