there's a slight (glitch?) in that game. If u use earth flail repeatedly, really fast, you can nearly kill the ravage rider using earth flail. hit him til he's still at his first bar of health, but like barely any left, probably only one hit. Then wait for him to attack again, and just keep attacking with earth flail, practically mashing earth flail. you'll kill him and not have to deal with his faster self.

okay when her is flying around u try crossing the middle of the battle field until he heads towards the wall when he hits the wall hit him while useing spyro's earth flail on him until he comes unstuck after that he will be much faster if he is on te second level. use dragon time jump up on his boat and use meelee attack on him and watch out for his fire it's very long and he moves rly fast and can change derections at any moment.
