Ok. First off, your point of view should be in the front of the steps facing the portal you came from. (The spinning blue portal is in Front of you , not Behind you.) You should grab a skateboard and try to ride it up the right side of the tower entrance. As you can see, you are able to ride it up like a ramp. The problem is, it has a barrier that you have to get through. You have to pass that barrier, turn a hard left, then you will have a view similar to the glitch you discovered.

I hope its clear enough, if not just tell me and I will try to explain it more clearly

Nice vid. I also remeber another glitch in that area? It's where you skateboard up the ramp/side next to the tower you came from. If you watch the end of this vid, you'll see what I mean (he didn't make it though )
