I think that young dragons can't stand on their hind legs since they're still not strong enough to support their weight. (trying to do this may result in injury and possibly falling flat on their back.   In YotD, you see Spyro attempting to do this for a second.) After some length of time their muscles will be strong enough to allow them to do so. 

It is just a theory but it's possible.

What if Spyro became a druid and could shapeshift into a human!?! Also he will be able to change from the modern world to his world!

If that was possible, I'd wanna go to his world from Spyro 1
