Wait, was the proxy site blocked, or were you unable to use them under options? I know sometimes that menu is disabled in order to stop people from getting around filters. However, if it was simply the website that was blocked, then you might be able to get around that by receiving the proxy servers from someone else. (If it's just the proxy site that's blocked, then I can PM you a list)

That is a F&*^%$# thing that blocks sites such as DA, Youtube, yahoo videos...etc...
For those of you who don't know yet.
