Yes, Ensatsu Kokuryuu is correct, you must use the donate function.

Hmm...I believe that you click the "donate" link in the profile of the user to whom you wish to donate gems.
See? Look to the left at either your or at my gem count. Right beneath it is a link in brackets that says, "Donate."

Granted, you have to make sure that the artist accepts your commission first. Then, you exchange via donation/PMing one another.
