Well, you can create it when you want and where you want. If you are searching a place to post it, well, upload it for the game developers' fan art site. You can visit Insomniac per example. I created a box art and then I uploaded it for their site...

You can create your own box art for a certain PS2, XBOX, GameCube game. Like the legend of spyro the eternal night. I posted a pic of a fake box art a while back that someone made up.
