You can make unofficial contests in Forum Games or Spam if you want. That's just not what that section is for.

If regular members were allowed to create new topics in the Contests And Events section, then I would've started at least one unofficial contest by now.

Yep. Paranoia and I both work, and I have a 1.5 year old. Contests need to be set up and judged. Plus I don't think we even have enough active people to participate in one.

I asked Stormy about this last year. She said that no-one has the free time to organise one.

I have always wanted to enter but I can never find a contest...
