. . . list March 2013 (/2013/03) as the upload date. but i'm not sure if that's close to the time they actually came up with this, or if this was an idea they had before they started their website. for the record, the site has a (403 forbidden) folder for uploads from 2012, but doesn't have a folder at all for uploads from 2011.

No, it has nothing to do with artstyle. It was McDonald's generating ideas for a potential Spyro's Kingdom Happy Meal promo. They used Stock images of classic Spyro as a placeholder. KEEP IN MIND- this guy worked at McDonald's only in recent years. REMEMBER how Spyro's kingdom was gonna have some sort of 'Design your own dragon' feature? This easily ties in with that.

Unless they were going to change the art style back to pre-LoS for SK, that seems unlikely. And from what little I've seen of the game, it looks like they were going to go with something similar to DotD for the art direction.

This looks more like promotional material for ETD or maybe one of the earlier handheld games. I'm going to guess Attack of the Rhynocs because I remember there being some younger dragons in (I think) the first home world.

The guy seemed to work for McDonald's corp around recent years, so a lucky guess is that it was concepts of a potential Spyro's Kingdom Happy Meal promo. Keep in mind, early concepts showed that you could create your own custom Dragon. Eventually they did end up giving out Skylanders toys at McDonald's a few years later.

I could be completely wrong, but this is my Hypothesis.
