Although to be fair he was supposed to die in Sonic Adventure 2 Battle i think, in that game he was pretty cool. It was only after that i think fans liked him that they made an idea to say he was an android clone or something, so he came back in Sonic Heroes and has existed ever since. While in Sonic Adventure 2 Battle he was basically the ultimate life form, a weapon of some sort.

Edit: Discussed apparently. But i saw androids in Shadow the Hedgehog so i am sticking to it
