Mostly the PAL has a much more smoother feel to it when playing games. While NTSC is more rougher on the edges. Atleast that was in the past. I think that changed when HDMI and the new generation consoles came, so now everything runs in 60 Hz.

But then again, in some cases 60 Hz runs faster aswell, while in some cases 50 Hz can be slower. But it depends on what type of game you play.
But its like checking if there is any differences between games on PS3 and Xbox 360, even though its the same game. Its kinda like that :3 Although its kinda neat i guess with the hz differences i think. Nice hobby i think.

There are minor differences in how they display stuff, but it's not too noticeable.

Minor and minor, there are:
♦ Different resolutions (meaning things would get cut out / stretched).
♦ Different frame rates (meaning missing screens or possibly severe screen tearing if your TV refreshes while the frontbuffer is being written to).
♦ Some sort of colour carrying difference? (I recall an NTSC game I tried to play using a PAL TV displayed everything in grayscale).
♦ An unmodified console will reject any games for the other region.

So you should definitely buy the one that corresponds to your area.

they're basically the same game, from what i understand, but somehow the hardware itself works differently in different regions. (i don't know much about technology, so i can't explain why )

But seriously, all 3 PS1 titles are great. Each game adds something new that makes the game fun. The first game is still my favorite because of the music, atmosphere, and level design, but they're all great.
