It requires Shockwave because the website is dynamic and interactive on a small scale. There is for example a sheep moving past the screen that you click on to burn. (If I remember it right) I'm sure there was something more, possibly with a dragon statue, but I can't remember it at the moment.
The image on the left is probably just a collage to show off the varied world themes. It contains both a Magic Crafters level and Toasty, a Peace Keepers level and Artisans Home, with a sky that could be from Cliff Town.

Edit:
I ran the website in IE and installed shockwave.
Sparx follows the mouse cursor in the collage landscape, with his typical random movement, and scales as you move the mouse up and down, into and back out of the scene, to make it seem 3d.
When you click, the mouse breathes fire.
There are several things to burn: A Town Square bull charging out of the cave and towards the "camera", tents from Peace Keepers Home, a sheep bump-bump-bumping past the screen, and a thief running in a zigzag "into" the scene.
Animated text appears when you move the mouse over the dragon bases, which is the site menu.
No actual crystallized dragons. I misremembered

Something tells me that whoever wrote this website didn't have English as their first language.

The image on the left is confusing. The foreground looks like Magic Crafters, yet the background looks like Artisans?
Also, the main site that said it required Shockwave to open downloaded some file to my computer titled "spyro.dcr."

▼Hidden text

that's quite rude

I looked up how to open .dcr files, and could not find any methods on how to open it successfully. Apparently it's used as Kodak cameras' raw image format, but that's all I know.
Also, why does it require Shockwave in the first place? This is the entire source of the main page:

▼Hidden text

lol internet explorer
