EDIT: If you want the picture to not actually be in the .GIF at all and just in the background, then the whole thing would have to be pretty massive.

You can resize that large, static picture using ImageShack's upload
system. I use it quite often. As for the GIF, I am not sure.

Do you want the static picture as a background for the GIF? I'm not sure
what you meant by "... be a part of ..."

I won't be able to do the work for you, but I can give you ideas on what to do.
