Considering that the effort it takes to port a game from xbox one to pc = literally just calling up whoever your valve contact is and saying "you want our video game?," it'd better be on pc. If your game runs on directx, it already runs on pc. There's no port process. And I somewhat doubt Rockstar opted for OpenGL on the xbox one version.

This better come to PC... the first one was definitely one of my favorite games of that console generation. GTA V by Rockstar did get a delayed PC release, so I guess there's still hope
